Summary:
<br>
Under direction of the Chief Financial Officer (CFO), this position is responsible for oversight of critical financial management disciplines within The Children’s Trust. As directed by the CFO, the Finance Director will be engaged in key finance functions including planning, budgeting, implementing, managing, monitoring and evaluating the fiscal activities and functions of The Children’s Trust to ensure that daily and long term financial disciplines, controls and objectives are created and maintained in order to achieve organizational objectives and safeguard assets.

Essential Duties and Responsibilities:
<br>
1.Plans, assigns, supervises and reviews the work of personnel involved in one or more of the following accounting functions: accounts payable, general accounting, payroll, grants accounting, property control, auditing and monitoring and banking and investments.
<br>
2.Provides oversight of internal financial policies and procedures consistent with GAAP and GASB accounting and auditing practices to ensure appropriate fiscal management
<br>
3.Directs preparation of The Trust’s operating budget ensuring compliance with legal requirements and best practices.
<br>
4.Coordinates accounting needs with Sr. Managers and department directors and ensures that those needs are met.
<br>
5.Organizes, facilitates and participates in meetings; makes presentation; delivers reports to a variety of audiences
<br>
6.Directs preparation of all financial information, prepares financial statements, summaries, schedules and reports; directs the preparation of annual financial report; liaison to the external auditors.
<br>
7.Plays a major role in the design, implementation and maintenance of new accounting system; reviews existing processes and develops recommendations to improve their utility, effectiveness and efficiency; serves as liaison with information technology and other personnel to implement recommended changes.
<br>
8.Directs various accounting and financial record keeping activities; reviews financial reports, statements and other records; reviews activities of subordinates for accuracy, completeness, adherence to applicable laws, regulations and generally accepted accounting practices.
<br>
9.Develops, designs, recommends, implements and maintains accounting policies and procedures in areas of assignment
<br>
10.Represent the CFO at meetings, professional organizations, workshops or conferences
<br>
11.Other duties as assigned

Qualifications:
<br>
**The incumbent must have seven to ten years (7 – 10) experience in Municipal financial management and budgeting, at least five of which have been in a supervisory capacity.
<br>
**A Masters level degree with CPA designation preferred. Equivalent combination of related education and experience will be considered.
<br>
**He/she must be knowledgeable in all areas of GAAP, GASB Standards and governmental funding regulations and requirements.
<br>
**Must have demonstrated the ability to manage the financial operations for large organizations ($20 million+) to include strong understanding of budgeting, forecasting revenue needs and best utilization of resources.
<br>
**The incumbent must have working knowledge of federal and state funding streams for health, child and family services, and competency in the development and utilization of E-business tools and processes.
<br>
**He/she must have demonstrated planning and assessment skills, and strong leadership skills including consensus-building, conflict resolution, motivation and decision-making. Additionally, the incumbent must have working knowledge of the use of technology to include demonstrated PC based skills for management, fiscal and operational functions.
<br>
**An understanding of the dynamics of large urban communities with high levels of immigration, demonstrated cultural competence, and knowledge of Miami-Dade County is preferred.
