GENERAL PURPOSE
<br>

<br>
The Housing and Delinquency Counselor works to build healthy communities and expand homeownership opportunities and retention for low and moderate-income households. The Housing and Delinquency Counselor’s goal is to provide aspiring homebuyers with the skills, knowledge and information to buy and maintain a home, and to help homeowners facing delinquency and foreclosure restructure their mortgage debt.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
<br>

<br>
• Conduct community outreach and marketing for homebuyer education workshops: conduct group intakes, home buying seminars, and budget and credit workshops; attend Bank Fairs, real estate agent events, homebuyer shows and provide accurate and clear information to the audience.
<br>

<br>
• Register clients seeking to purchase a home or other home-related services; and explain the basic elements of the home buying process and the loan programs available.
<br>

<br>
• Assist clients with assembling the financial documentation required for households participating in the housing counseling program and where necessary develop a plan to meet documentation requirements.
<br>

<br>
• Work with clients who are delinquent in their mortgage payments to help them determine the best methods to either catch up by developing and negotiating individual workout plans with the lender.
<br>

<br>
• Create and maintain an up-to-date client file for each household; enter all data into the Home Counselor on-line software in a timely manner and monitor the client’s progress.
<br>

<br>
• Analyze client’s credit history and provide them with a detailed understanding of their credit status and how it will affect their ability to have a lender provide them with a mortgage or workout and develop alternative plans for the client based upon the analysis of the client’s credit and provide applicable advice regarding borrowing.
<br>

• Calculate how much in monthly payments and the total loan amount a household can afford based on their income, debts and savings.
<br>

<br>
• Become familiar with local financing programs and the mortgage programs offered by AHCOA’s lending partners so as after your review and analysis of the client, you may determine which of the lenders are best suited to fit the client’s particular circumstances and make appropriate recommendations.
<br>

<br>
• Based upon the evaluation of all the factors provided in the application, including the evaluation and risk associated with each application as well as the guidelines established by the lenders, match the client to the lender by determining which of the participating lenders meets and is best suited to meet the applicant’s particular needs and financial circumstances, determine which loan product may be best for the client, and refer qualified clients to a participating lender.

• Inform clients of their rights under Fair Housing laws; review all agreements of sales and loan documents to make sure the client’s interests are protected.
<br>

MINIMUM JOB REQUIREMENTS
<br>

<br>
Four years of college
<br>

<br>
Understanding of /experience with mortgage lending, underwriting policies, and loan closing procedures. Must have good advocacy skills and a strong ability to deal effectively with financial services industry.
<br>

<br>
Spanish and other languages spoken by AHCOA clients highly desirable.
<br>

<br>
Must be able to exercise independent judgment and make decision based upon the analysis of individual, unique factors.
<br>

<br>
Must be computer literate able to access e-mail, electronic calendars and the Internet; experience required with a variety of software applications including Microsoft Word, Excel and Outlook. Must be able to master the Home Counselor Online (HCO) software used by AHCOA to maintain its client database.
<br>

<br>
Must have excellent analytical and communications skills both orally and in writing. Must have good interpersonal and customer service skills and a strong ability to deal effectively with the public.
